Bodies and their functioning
Permanent Forum for Consultation and Sharing
Includes at least one representative from each organization belonging to the informal network. Organizations at the first and second levels from Council of Europe Member States can be part of the Network.
The Forum may serve either an informational or consultative function. If it is informational, the organization wishing to disseminate information can send it to the coordination, requesting its transmission to the other organizations. If it is consultative, the organization proposes a meeting specifying the agenda, date, and time. In this case, organizations interested in the topics being discussed will participate.

If the relevance of a topic requires a vote, the consensus method will be applied, and organizations not in favor will be free to abstain from participation. The consensus method is one in which, after an initial vote, in the event of no unanimity, conditions are explored under which the minority would vote as the majority.
The activities of the Forum are based on the principles of transparency, inclusivity, and mutual respect. Each participant commits to contributing to consultations, proposing and/or sharing good practices, and fostering cooperation between the organizations present.
The coordination is responsible for facilitating communication between the members, ensuring compliance with the operational methods established by the Permanent Consultation Forum.
PARTICIPATING ORGANIZATIONS’ ROLES
Commitments of the coordinating organization of the informal network
- Development of the MULTILINGUAL DIGITAL PLATFORM;
- b)Proposal for amendments to the regulations of the MARIO QUINTO OPPORTUNITY STUDY SCHOLARSHIP, aimed at its temporary Europeanization;
- Proposal of a very brief and streamlined regulation for the PERMANENT CONSULTATION AND SHARING TABLE;
- Proposal to define events of supranational relevance;
- Proposal for the path towards the EUROPEAN MANIFESTO ON PEER MEDIATION, taking into account that it must necessarily involve a suitable number of peer mediators from the individual participating countries;
- Proposal for the process of submitting the manifesto to the European Parliament.
Commitments of participating organizations in the informal network
- a)Sending national data to the coordination for inclusion in the PLATFORM, and selection of national filmography, webography, and bibliography;
- Publishing the scholarship announcement on the websites of the individual national organizations;
- Participating in the discussion on the regulation;
- Informing about national events deemed relevant for the platform and participating, if interested, in supranational events;
- e)Participating in the discussion on the path towards the EUROPEAN MANIFESTO ON PEER MEDIATION, considering that it must include a suitable number of peer mediators from each participating country;
- Participating in the discussion on the implementation procedures for submitting the manifesto to the European Parliament.
